<idAbs>Vulnerability risk analysis is a tool that identifies census tracts in Portland that have higher-than-citywide average populations that are vulnerable to changing economic conditions. They have characteristics that make resisting displacement more difficult: they are renters rather than homeowners, belong to communities of color, lack college degrees, and havel ower incomes.These data provide an update to the gentrification impactevaluation that Dr. Lisa Bates prepared for the Bureau of Planning and Sustainabilityin 2012. The 2012 study titled, “Gentrification and displacement study:Implementing an equitable inclusive development strategy in the context ofgentrification” is available at: https://www.portlandoregon.gov/bps/62635.An updated study is scheduled for release in May 2018. The vulnerability analysis is one of the three componentsof an assessment tool that operationalize a conceptual definition ofgentrification and displacement risk. Demographic changes and housing marketappreciation are the two other components. The vulnerability score, demographicchange and the status of the housing market in various combinations determinespecific stages of gentrification and displacement risk.
