    ClosureBoundary The Bull Run Closure Area boundary encompasses the Bull Run Watershed Management Unit (BRWMU) and City of Portland owned land located directly adjacent to the watershed. The Closure Area was legally designated by a City of Portland ordinance passed by the Council in February, 2010 (Section 21.36.010). BLM land within the BRWMU was excluded from the Closure Area boundary because they had not issued a closure order for all of their lands within the Unit at the time the new City code was adopted.
