07/01/2016 BioP mapping methodology
1.    Stream selection:
a.    Select all stream within DSL Essential Salmonid Habitat (ESH) layer (including lower Columbia Slough up to 18th St)
b.    Add all tributaries of ESH streams within the 100-year floodplain (SFHA)
2.    Union the following to create a proxy "Ordinary High Water" layer:
a.    Ordinary High Water layer
b.    Columbia Slough Waterbody
c.    15' buffer of Johnson Creek/Crystal Springs
d.    5' buffer of Tryon Creek/Crystal/all ESH tributary streams in the SFHA
3.    Buffer resulting proxy "Ordinary High Water" layer by 170'

4.    Floodplain mapping
a.    Dissolve fema flood hazard data on 100-year floodplain (SFHA)
b.    Limit FEMA SFHA polys to areas around to ESH streams and tributaries of ESH  (note that the Columbia Slough is treated differently)
5.    “Identity” resulting 100-year floodplain (SFHA) and BioP proxy "ordinary high water" buffer

6.    Add “BioP_Class” field to result and populate:
a.    1 = SFHA within the 170’ OHW buffer
b.    2 = SFHA outside 170’ OHW buffer
